The Board of Canadian Registered Safety Professionals (BCRSP) has awarded 5.0 CMPs to each course in the University of Fredericton CHSEP program.
Background and Purpose
The Certificate in Health, Safety and Environmental Processes (CHSEP) is the product of extensive collaboration with OSHE professionals in the workplace. Professionals from across North America have participated in the program's curriculum development process.
This ensures that the range of skills and knowledge provided in the CHSEP program are effectively equipping today's OSHE practitioners with the necessary and relevant competencies they require. Also, the curriculum is not limited to a particular jurisdiction's legislative framework. Rather, it is a far-reaching collection of 'best practices' as identified by OSHE professionals from a wide range of jurisdictions and legislative backgrounds.
The CHSEP is unique among other OSH Certificate programs, in that, its focus is on the essential process skills required to succeed as an OSH practitioner in your jurisdiction, rather than just focusing on the technical aspects of the field. CHSEP participants will develop their ability to identify, prioritize and manage workplace risks, thereby making a significant contribution to their organization's goals.
CHSEP is targeted at learners from mid-level managers to front-line workers in every industry and sector, with students in North America, Asia, Eastern Europe, South America, Southeast Asia, Arctic regions, and beyond. These students represent mining, construction, petroleum, forestry, health-care, OSH regulators, military, electrical and communications utilities (including nuclear facilities), transportation (road, sea and air), federal provincial and municipal governments, retail/wholesale operations, warehousing and distribution networks, OSHE consulting, engineering, education (primary, secondary and post-secondary), and more.

Enrolment Prerequisites
The Program candidate will have an interest or experience in OSHE practice.
Beyond this, it is essential that the candidate have access to a computer with an internet connection, and a minimum of three (3) hours study time for each module.

Prior Learning Assessment
Through the Prior Learning Assessment (PLA) program, potential participants of the CHSEP program have an opportunity to receive acknowledged course completion for related previous learning.
PLA is the systematic evaluation of the learning an individual has achieved through relevant work experience, various short training courses or learning outcomes from similar or related post-secondary programs. PLA course completion will be assessed on a case-by-case basis.

To apply for a Prior Learning Assessment, an initial administration fee of $150 will be required. For each course you wish to exempt, there is a $100 fee, and you will be required to provide:
- Transcripts from any training institutions you attended
- Copies of any professional certifications you received
- Syllabi from any related courses you have taken
- Any other relevant documentation that provides evidence of your learning
For consideration of learning through work experience and other background learning, you must supply a detailed résumé that includes all education and training as well as positions held and areas of responsibility for each. Also, the reviewer will need to see transcripts from relevant institutions, copies of certifications received and syllabi from courses taken. These syllabi normally contain the sentence, "
In this course, you will learn x, y and z". Verifying the 'x,y and z' of previous learning helps ensure the fairest possible Prior Learning Assessments.

The certificate is unique in that it focuses on providing generic process skills rather than just technical content. The program will equip participants with the intellectual and practical skills needed to contribute widely to their organizations' goals including identifying, prioritizing, and managing workplace risks.
The content, which was designed and approved by senior practitioners, focuses on providing generic process skills, and is not tied to any particular regulatory or jurisdictional framework. Graduates will acquire skills that transfer seamlessly from location to location, and from industry to industry, anywhere in the world.
The program will be of interest to a wide range of learners, from frontline workers to middle managers. Those who will benefit from the program include labour reps, joint safety and health committee members, practicing safety coordinators, occupational health nurses, ergonomic specialists, government inspectors, actuarial professionals, workers' compensation strategists, and industrial leaders interested in human capital development. The generic nature of the program will appeal to Canadian, as well as international audiences. The program will also assist professionals preparing for the Canadian Registered Safety Professional (CRSP) registration exams (
www.bcrsp.ca).
The program is delivered entirely online and uses independent study methodology that allows learners to begin courses at any time. The certificate consists of two levels: Foundations Level is the core knowledge and skills required by all OSHE practitioners. The Advanced Level provides additional knowledge for those in, or seeking, leadership roles in their OSHE careers. Courses can also be taken independent of the certificate program.

"In response to your request about how the CHSEP program has assisted me in my OH&S role in construction; I believe one of the most important aspects was the focus of the program being on the advanced process skills required to be a successful OH&S professional, rather than simply focusing on the regulatory/compliance and technical aspects of OH&S. The program offered a wide range of in-depth subjects which allowed me to expand my knowledge of OH&S and enhance my critical thinking skills. It can be too easy to simply identify from a set of regulations, the bare minimum needed "to be legal" and then say, "We'll deal with problems if/when they arise."

During the completion of the CHSEP, and Practicum in particular, one statement seemed to stand out from the course-content - "It is not enough to speak the language of management. Effective interaction now demands that one is able to think like management." Acquiring this skill will help in keeping with the ideal of continuous improvement of any OH&S program as it will always be necessary to have support from management - if management cannot see the financial benefit, they might look at it as, "a nice idea, but an unnecessary cost to be avoided." One must be able to anticipate questions/doubts from management and have as many answers and supporting information as possible regards the costs/rewards when approaching management about improving the program.
The CHSEP also helped to reinforce and expand on such concepts as:
- Involving workers in assessment/management of risks and hazards - not just to draw on their experience/knowledge of the work area/processes, but also to give them a sense of empowerment (a feeling that they too have an important role to play in OH&S). Workers will be more active, even interested in OH&S rather than thinking of it as just another task to slow down their work.
- Creating and maintaining a working environment where these employee-skills are consistently expected and appropriately rewarded
- Identifying, prioritizing and managing risks to prevent losses (proactive) is more cost-effective than administering losses (reactive).
- "Systems-failure" models of accident causation are more progressive and yield more valuable insight regards the causes of incidents/accidents than looking to "assign blame" (fact-finding, not fault-finding).
- Providing a better appreciation for the variables in the lives of workers and at the workplace that can affect a worker's wellness, for better or for worse, and being able to manage their impact - whether the source is at home or the workplace, worker-stress usually decreases productivity and can cause distractions and lead to poor decision-making.
- And just a general reminder that if a OH&S professional is continually performing crisis-management, or is "putting out a different fire every day", then there may be some underlying issues with the OH&S program, and that the OH&S professional may begin to experience prolonged periods of stress and could also be adversely affected themselves.
While various provincial training programs and designations for OH&S certifications may vary from one jurisdiction to the next, they would all seem to have at least one thing in common; they all seem to focus on being able to correctly interpret, apply and enforce various rules, regulations and codes of practice. While these types of activities are of course an integral part of any OH&S program, they are not the "end-all and be-all" of OH&S. The CHSEP develops and hones invaluable critical-thinking skills and provides the learner with a full toolbox of process skills that can be applied in any industry or jurisdiction, which is more and more important in a world whose economy and workforce is becoming more and more globalized.

From Independent Consulting report on CHSEP effectiveness, July 2008:
All employers said they had noticed at least one skill learned from the CHSEP program being applied in their workplace. The majority (90%] indicated that safety management skills, and risk assessment and risk management skills were being used by the student (employee) at work. In addition, 70% said that accident causation and investigation skills, and also management skills were being used at work. The majority of students (90%] had indicated earlier that they felt they had been able to transfer skills learned in the program to their workplace.
Based on interviews with employers, the CHSEP program is very worthwhile from their viewpoint, and furthermore 80% said they would be interested in having other employees enroll in the program.

As well, CHSEP has an advantage in the fact that they are the only school offering open access courses. This provides students with more flexibility and they can tailor their schedule to suit their needs.

We humans are complex creatures. When we're healthy, we're able to contribute richly to personal and corporate goals. If some part of our being is not healthy, it impacts our whole life. Many variables in our lives and our workplaces impact that state of "wellness". Traditional health, safety and environmental management programs are "owned" by senior management. Organizational cultures are undergoing massive changes, and traditional approaches no longer apply in many sectors. Effective health, safety and environmental management programs are driven by all stakeholders that are impacted by them, in most cases, this means that those on "the shop floor" must learn new process skills to enable their participation. As well, managers must learn to develop high-trust relationships with employees, and to develop and create a working environment where these new skills are consistently expected and rewarded.

CHSE 1210 - Environmental Management Applications
A continuation of CHSE1205: Environmental Management Foundations, this course is designed to provide the basic knowledge and skills needed to initiate and maintain an environmental management program.
The focus in this course is on the management of specific environmental hazards, and the common tools and processes used in environmental management.

CHSE 1300 - CHSEP Independent Study
From time to time, learners will find certain subject matter of particular interest to them, and want to explore it further. Although this can be done independent of the CHSEP program, it may be possible to achieve credit for this independent study, providing the direction and content of the study is consistent with the goals of CHSEP. This elective option is for learners who wish to drill down into a topic to meet personal learning needs specific to their own operational environment. In this course, learners will establish their own learning goals, review a text(s) and review journal articles related to their learning goals, and write a paper outlining what they've achieved. Supervision is provided through each of these phases, and the final grade is weighted to recognize efforts in each of these tasks.
CHSE 1500 - Emergency Planning
Instructor(s): Chad Ikert
Workplaces can be dangerous places. Risks from within and without can result in serious loss of life, property and process interruption. A reasoned, carefully planned emergency response plan is like a fire extinguisher. You hope and pray you'll never need it, but if you do, it has to work properly at that moment. This course equips learners with the basic tools needed to design and implement a practical emergency planning program in any setting.

CHSE 2000 - Practicum
Upon completion of the courses (or equivalent), learners will undertake a Guided Practicum. Here, students will choose from four options, including development of a comprehensive program in a particular context, a detailed program addressing a particular risk issue, development of a business case for their current OSHE Program, or another similar option.
The Practicum will be evaluated on the basis of application of content from the courses, additional research, and the utility of the project. Learners will be coached through the entire process, starting with a review of a proposal, and feedback at key points through the entire Practicum project.
Certificate Completion:
Upon successful completion of the Guided Practicum, the University will issue the Advanced Level Certificate in Health, Safety and Environmental Processes.

Fees and Schedules
Deadlines for completing various components of the Program are as follows:
- 10 weeks to complete any individual course.
- One year to complete Foundations Level.
- An additional 18 months to complete Advanced Level, which includes a period of 6 months to complete the Guided Practicum, which is the final component of the Advanced Level.
The CHSEP program has been designed by working adults, for working adults. We realize that due to unforeseen circumstances interruptions to your course work may occur. Should this be the case, it is possible to apply for an extension of time. These will be assessed on an individual basis.
Full Time Study
For students interested in seeking financial assistance through Canada Student Loans, we offer the option to complete the CHSEP program in eight months. To meet the requirements for full-time study, students are required to work 30 hours per week for eight months. The entire program must be completed within this timeframe to be considered as full time. Please contact your local Canada Student Loan Office for further information on student financial assistance. Tuition Fees
Tuition for our programs is: (all fees are in Canadian dollars)
- Entire Certificate: $ 6,800.00 (when paid in full)
- Foundations: $ 3,450.00 (6 core courses)
- Advanced: $ 3,450.00 (2 core and 4 elective courses)
- Individual Courses: $ 575.00
CHSEP Refund Policy
The University of Fredericton is pleased that you have decided to take on the challenge of learning new skills and advancing your career, we look forward to having you as a student. Because unforeseen circumstances occur we would like you to take a moment to read our refund policy for our CHSEP program.
Extensions
- If you are in need of an extension, this may be done through Learner Support, for up to 6 months at no cost.
Leave of Absence
- If you require a leave of absence from your studies, this may also be done through Learner Support. A one year absence may be granted for a fee of $50.00.
Withdrawal per course
- If withdrawal from the course is within the first week, we will refund the entire course tuition paid less $50 administration fee.
- If withdrawal from the course is after the first week, we will be unable to refund the course fee.
Withdrawal for Certificate Program
- If withdrawal of the program is within the first week, we will refund entire tuition paid, less $100 administration fee. In addition, you will be responsible for tuition for each course completed.
- If withdrawal is after the first week but within 3 months of registering, we will refund 50% of your tuition, less tuition for every course completed (if 6 or more courses are completed, there will be no refund).
- If withdrawal of the program is after 3 months, we cannot issue a refund.

Peter has a strong background in applied OSHE sciences combining engineering with industrial hygiene credentials. Marlene has extensive and broad experience in occupational hygiene. She runs a successful hygiene consulting practice in Atlantic Canada, has served as a hygiene technologist in a regulatory role, designed and managed various health, safety and environmental programs for clients, and has worked with a wide range of sectors and hygiene issues. Marlene has a strong interest in providing quality training in the workplace, and has a reputation for technically superior work. |

Steve has an extraordinary capacity to synthesize information, and has played a lead role throughout the development of the Certificate program. Dale's depth in environmental management and monitoring is a significant strength. He has designed, managed, or provided senior technical support to over 100 environmental studies and projects throughout the region, and has provided environmental management services to major infrastructure projects. Her facilitation skills and broad knowledge of business management issues are important components of the Certificate program. |

Jim Montgomery, PEng, CRSP, Professor Emeritus (Humber College)
Jim's rich background includes extensive engineering and management experience in industry, as well as a long and respected career in OSH. He has held faculty positions with Humber College, York University, Sheridan College, and Atkinson College. Jim has also served on numerous professional boards and commissions, including BCRSP, CSA, and Ontario Human Resource Professional Association, as well as several Consumer Advisory Panels. He has been one of the primary "movers and shakers" of OSH in Canada, and has had - and continues to have - a significant impact on OSHE education. |
